II. INTRODUCTION

Philippine education is strongly viewed as a pillar of national development and a primary avenue for social and economic mobility. It has undergone several stages of development from the pre-Spanish time to the present. It is handled by three government organizations, namely, the Department of Education (DepEd), the Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA). The DepEd govern the Philippine system of basic education, with its mission "to provide quality basic education that is equitably accessible to all by the foundation for lifelong learning and service for the common good."

There are numerous questions concerning the issues and problems existing in the Philippine Educational System as to how we can resolve it the best way we could to attain that kind of quality of education we have been searching and longing for. Where do we begin and how do we respond to such?

Schools are the building blocks of our societies. They can be considered our foundational instruments. Although these venues of learning play significant roles, they are unable to provide the best they can, due to their numerous flaws. Generally, Philippine Education aims to provide quality and free education both for the elementary and secondary schools but again this have not been observed and understood well causing it to be a burden most especially to the students and parents. Declining standards in schools is one of the most controversial education issues today and the continuing decline in student learning competencies and performance.
