Apart from financial accountability other policies need for the efficient functions of the medical office are policies for the benefit of patient and the staff like financial issues related during payment of medical bills have to be accurate with service given to the patient. Payment options need to be examining which facilities and which are not covered under insurance policies. If there are certain medical benefits provided to low income group people the collection from charity and any copayments done on behalf of these patients need to be keep the track. The record of hospital funding need to kept assimilating the good functioning of hospital administration.

The Government has to provide comprehensive health services to its population through national and district hospitals, health centers and rural health posts. The concept of primary health care was introduced with the construction of rural health posts. There apparently have been implementation problems, largely in staffing and in service delivery. The traditional doctor - patient and hospital based medical treatment model is followed exclusively. Maternal and Child Health care, antenatal care, and deliveries are doctor centered and mainly female medical personnel provide medical services. NATIONAL HEALTH SYSTEM The Ministry of Health is responsible for the technical and policy aspects of health services. The management of health facilities is the responsibility of District and sub-district government. There was a move to introduce a User Pays (User Fees) system, rolling out to the districts in 2006 and 2007. Application and management of the new system has not been well documented and it remains unclear as to what charges are levied and how the income is being channeled back into the district health system.
