The way they have their buildings set up I would use fiber optic because that is the fastest type that is necessary for the business. The WAN between the buildings need to be connected again also using the fiber optic cable. As for inside of the buildings they should use Ethernet, wireless for the employees always on the move and a wired connection for the employees working from their workstation.

To go three and a half miles of fiber optic, it will be about sixty thousand but that is mostly labor. Undergrounding the fiber will also add to the costs. The labor for this project will take up for most of the costs but each contractor will have a different price on what their labor will be.

I would try to explain to her that having those telco rooms in that condition isn’t a great idea. I would point out the errors and try to inform her about the TIA/EIA568 recommendations. There is no organization going on in that room. Without labels or anything to specify what everything is any problem, big or small could take hours to days to find it. Basic requirement of proper cable termination would not cause any errors in the signal. The poor terminations can lead to loss or noise and many errors. I would also try to recommend she label all cables, ports and data jacks so everyone’s job would become a lot easier if such problem arises.

For this situation I think the problem with the noise that is distorting the signal. A common source of noise is EMI (electromagnetic interference), or waves that emanate from electrical devices or cables carrying electricity. Motors, power lines, televisions, copiers, fluorescent lights, microwave ovens, manufacturing machinery, and other sources of electrical activity (including a severe thunderstorm) can cause EMI.
