I. Statement of the Problem

Should the administration of UP Diliman implement ATM payroll-payment scheme?

II. Pertinent Facts and SWOT Analysis

Facts:

1) The all up workers union of UP Diliman calls for a rally in opposition to the ATM payroll- payment scheme.

2) The justification of the ATM payroll-payment system by UP Diliman administration is to minimize the risk of handling cash by the cashier’s office.

3) Payments of the payroll are directly deposited to the accounts of the employees and can be withdrawn on the ATM installed within the campus on a weekly basis.

4) Employees are requested to the three government banks namely, Philippine National Bank, Philippine National Bank, Philippine Veterans Bank and Land Bank.

5) Complaints such as small amounts of net take home pay on a weekly basis , ATM’s not functioning well, distance between ATM’s and forcing employees to open accounts with specific banks arise in opposition to the ATM payroll-payment scheme.

6) The implementation would affect all employees but on different dates: May 1, 1997- salary grade 15 and above, and June 1, 1997-below salary grade 15.

7) Quoted from the COA’s findings, a survey about the share resulted to negative and the university is advised to create a committee on the feasibility of its implementation.
