• Describe in detail specifically the inception and feasibility stages.
• Undertake a simple feasibility study of a project.
• Justify the ‘green light’ for the implementation of the proposed project.

Introduction
The project development process is an all embracing concept that embodies the activities pertaining to any physical development of capital investment projects such as buildings, transportation infrastructure or heavy civil engineering works e.g. Bakun hydro-power dam in Sarawak. It is acknowledged here that there is a huge variety of circumstances that contribute to the differences in projects. All projects are different in size in terms of contract sum, technical complexity, specification, location and client to name just a few. It is most unlikely to encounter two projects that are exactly the same in all characteristics.
However a common thread pervades all the projects and this can be discerned despite their differences. The commonality is the stages or phases that all projects have to follow from inception all the way through to completion and commissioning. A project can be seen to comprise the following stages :--
• Inception
• Feasibility
• Strategy
• Pre-construction
• Construction
• Commission & testing of M&E services
• Completion/ handover to client
