Purpose of the federal small business program; include a historical aspect of the Government regulations that created the program.

The U.S. Small Business Administration (SBA) was created by Congress in 1953 as an independent agency of the federal government. Its function, as articulated in its mission statement is to “aid, counsel, assist and protect the interests” of small businesses, to preserve free enterprise and to maintain and strengthen the economy.

The purpose of DoD Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs is to harness the innovative talents and entrepreneurial energies of our nation's small technology companies for U.S. military and economic strength. Together, the programs represent over $1 billion per year in research and development funding used to support qualifying small businesses through a competitive, three-phase process. Projects funded through SBIR and STTR serve a DoD need and have the potential to commercialize in the broader marketplace. Solicitations are conducted periodically throughout the year

Evaluate the small business set-aside program in regard to the eligibility to participate.

Eligibility Requirements

To be eligible, a firm must be at least 51% owned and controlled by one or more women, and primarily managed by one or more women. The women must be U.S. citizens. The firm must be “small” in its primary industry in accordance with SBA’s size standards for that industry. In order for a WOSB to be deemed “economically disadvantaged,” its owners must demonstrate economic disadvantage in accordance with the requirements set forth in the final rule. A contracting officer may set aside a requirement for WOSBs if:
