This article presents information on issues related to the decision made by the citizen decision-making boards and the Utah Department of Environmental Quality related to hazardous waste storage. The changes made to the environmental permit process include implementation of new administrative procedure and formal adjudicative proceeding. In most states when speaking about hazardous waste storage, it becomes a sticky subject. The problem with hazardous waste storage is where to store material that possibly will leak into the underground water supply. Additionally, most state agencies are bureaucratic in their approaches to inspections, board responsibilities and administrative review.
