In this paper it will discuss the three major policy implementation approaches and the theorists associated with these approaches. When analyzing the possibilities of policy implementations Mazmanian and Sabatier explain it best. The areas that are included in this are (a) the basic challenges to implementation, (b) the role of strategic planning, and (c) the start-up and execution planning phases (P. A. Sabatier1986). They have learned that clarification of the objectives and priorities is critical aspect of what will be that policy impact. The basic challenges are the execution of the policy and the impacts it will achieve. The strategic planning effective implementation requires an understanding of which factors and dynamics impact the ability of the bureaucracy and government to execute decisions effectively. This simply means that who and what will be affected by this policy and how to make it better for everyone involved. Richard Elmore describe it best as he expanded on his previous work to emphasize the importance of top-level factors, such as policy makers, the design of policy, and the instruments selected, and bottom-level factors, such as the nature and capacity of the target population to change its behavior. When looking into all the information given as theory on who, what, where seems to apply here the who can be the policy the what is the affected group of people and the where is not as obvious as it seems to be. The policy has to be direct and concise and it cannot be labeled in a way unapproachable for change. When taking that in consideration it can take many forms that will either help the policy grow or stay stagnant. On the contrary any policy that has true value for the people should always be implemented by keeping the people in mind.
