The Special Action Force is the National Mobile Unit of the Philippine National Police founded by Fidel V. Ramos. It is formed along the lines of the British Army (SAS) Special Air Service, but with different recruitment and selection procedures The SAF over the years, has received training from the FBI's Hostage Rescue Team (HRT) and Critical Incident Response Group, RAID and YAMAM. The Anti-Terrorist Unit (ATU) of the PNP-SAF is responsible for nationwide Police Counter-terrorism (CT) operations nationwide.

Members or Police trainees who undergo SAF training undergo several special military combat related training such as Basic Airborne Course training, Urban Counter Revolutionary Warfare (SURESHOCK), SCUBA-BUSROC (Basic Under-Water Search and Rescue Operations Course) and Internal Security (COMMANDO course).

January 25, 2015, Sunday, A police operation, Oplan Exodus, at Tukanalipao, Mamasapano, Maguindanao, between the Special Action Force (SAF) of the Philippine National Police (PNP) (allegedly joined by United States ArmySpecial Forces and the Federal Bureau of Investigation) and the Bangsamoro Islamic Freedom Fighters (BIFF) and the Moro Islamic Liberation Front (MILF).

Originally a mission to serve arrest warrants for high-ranking terrorists, it led to the deaths of 44 members of SAF, 18 from MILF and 5 from the BIFF, and several civilians, and the death of Zulkifli Abdhir confirmed by the FBI and the PNP at 6:30 p.m. of February 4, 2015 due to a matching DNA result. He was one of FBI's most wanted terrorists.
