1-Identify the major factors that have resulted in the shift in utilization from inpatient hospitalization to ambulatory care services. Describe the implications of this shift for hospitals, consumers, and the health care delivery system as a whole.

Major factors that resulted in the shift from inpatient hospitalization to ambulatory care are credited to new medical and diagnostic procedures and technologic advancement. Also, these new changes allowed procedures previously requiring hospitalization to be performed on an outpatient setting. For example surgical procedures that in past required a patient to spend a day or more at a hospital are now preformed on a same-day ambulatory basis.

The new medical reimbursement system promotes, through financial incentives, a decreased duration of impatient stay and increase service delivery efficiency. According to Stavins & Osan (2011), the proportion of care delivered outside the hospital has grown and the demand for special ambulatory environments drives the healthcare market. Also, Delivery of ambulatory services takes on greater significance as care has shifted from the inpatient to outpatient setting, and more hospitals consider expanding or building large ambulatory care networks and facilities. With increased capital investment and the complexities of staffing and operations, the strategic costs of not getting it right are risky.

There were also 2 major factors; the first was the increased of consumer demand in the 1980s and 1990s for conveniently located, easily accessible facilities and services. The second was with the concern of competition hospitals recognized the need to expand their service distribution network to larger segments of the community by creating convenient located facilities.
