The degree of being superintended of power determines the degree of bribery.

The local laws cannot easy comply with international convention, and thus, it is difficult to prosecute foreign bribery.

Urgency is also a soil for breeding corruption.

The problem is more prevalent in some countries than in others, and different types of business and companies have different degree.

In the third world, bribery is most likely to be considered as a routine of business. The North American businesspersons accept bribery the way of life in the developing world, and hence have unfavorable impression.

1. The North American businesspersons get one-side negative information from the media, and only see part of the bribery stories.

2. From the North American businesspeople believe that time is money, the payoff may be cost-effective solution. Due to limited local knowledge, time and relationship, they see no alternative other than pay or lose the deal.

3. From moralist, cultural relativity is no excuse for unethical behavior.

Although bribery is immoral and unethical, it has to be done in the developing world.
