EXECUTIVE SUMMARY

The Minister of Education is looking to implement a Knowledge Management System in order to correct some of the underlying problems within the EDU. These problems include too much focus on the tacit knowledge, difficulty locating and sharing documented knowledge, as well as cultural and confidential issues restricting information sharing, a weak infrastructure, and lack of expert identification and employee attrition or work overload. These issues as a whole are a strong reasoning to implement a Knowledge Management system in order to streamline information and knowledge and help people in their day-to-day operations. We have presented 3 different KM Systems that could potentially solve the ministries problems. These systems are a Document Management System, Communities of Practice and finally an Expert Directory. Each of these alternatives could be chosen as a single source of fixing the problem or be used in conjunction with another practice with the chance of seeing substantial results. I have recommended the use of the Document Management system and Experts Directory alternatives in conjunction with each other. I feel this online consortium becomes a one stop shop for all information sharing needs and can be controlled and updated for accuracy. I have introduced a 3 phase implementation plan that covers from the initial research phase to development and all the way to using the new systems. The Document Management System and Expert Directory will be monitored quarterly and will be analyzed via our Key Performance Indicators that I have come up with.

ISSUE IDENTIFICATION

The main issue at hand for the Minister of Education is implementing a Knowledge Management System in order to solve the following subsequent issues;

- Tacit knowledge being the main source of information within the Ministry. Websites and documents are rarely used and most workers rely on other users and staff
