Introduction
Elections allow the populace to choose their representatives and express their preferences for how they will be governed. Naturally, the integrity of the election process is fundamental to the integrity of democracy itself. The election system must be sufficiently robust to withstand a variety of fraudulent behaviors and must be sufficiently transparent and comprehensible that voters and candidates can accept the results of an election. Unsurprisingly, history is littered with examples of elections being manipulated in order to impudence their outcome.
Voter registration in the Philippines is the process of filing an application to have a voter's record at the Commission on Election in a specific date and designated places set by the Comelec. Ensuring that citizens can participate in the election process is one of the cornerstones of democracy. Voter registration establishes the eligibility of individuals to cast a ballot. As one of the most complex aspects of the electoral process, it often accounts for a considerable portion of the resources of an election authority. Accurate voter registration confers legitimacy and transparency to the election process.
Voter registration is a requirement for any qualified Filipino citizen who wishes to vote in any Philippine election. It has been defined by Republic Act No. 8189 as "the act of accomplishing and filing of a sworn application for registration by a qualified voter before the election officer of the city or municipality wherein he or she resides and including the same in the book of registered voters upon approval by the Election Registration Board.
