3 serious issues/concerns
(1) widespread water scarcity and
multiplicity in water governance;
(2) the existing water systems are not
much geared for the urban as well as rural
poor; and
(3) the food safety, sanitation and
sewerage requirements have been
neglected (FDC, 2004)
