Summary of Negotiation Issues:

A newly formed national consortium, Harborco, is interested in building and operating a deep water port off the coast of Seaborne. The consortium has already engaged in some preliminary planning and design work, but cannot proceed without a license issued by the Federal Licensing Agency (FLA). Harborco submitted an application just one month ago for FLA review. Several other parties: the Environmental League, Local Federation of Labor Unions, Other Ports of the Region, Federal Department of Coastal Resources and Governor Sherwood, have an interest in the port and Harborco’s proposal. FLIA has decided that it will approve Harborco’s proposal only if Harborco can master the support of at least four other parties. Harborco has identified five issues that seem to be of concern to all or some of the parties: industry mix, ecological impact, employment rules, federal loan, and compensation to other ports in the region

Issues Related to the Environmental League:

This coalition of environmental interest groups is generally opposed to any development of coastal areas, especially development which threatens the fragile ecosystems, adds to air and water pollution, increases waste disposal problem and increase health and safety risk. The league is worried that Harborco’s proposed port would seriously damage the environment and would destroy the basic Banksedge River ecology.

It is mainly worried about two issues: industry mix and ecological impact and has assigned points to the various options related to these issues:
