* A message to the technical support about an employee's computer that has been infected by a virus.

An email can be used in this situation. It's straight and direct in regards to an employee and their equipment.  This is only on a needs to know basis. A simple phone call can suffice just as well. If an employee computer is infected, I would not want mine to be. But since this is only on a need to know basis, a simple email or phone call will do.

*A message from HR to all employees explaining the changes to the company health plan in the coming year

I would use micro blog or wiki. This information is short and simple.  It is also an announcement for everyone.  With new changes many employees will have questions and instead of answering the same question more than once, post it and everyone sees and can discuss.  HR department can also go in and update information as they receive it if needed.  Many say email will be more effective. If I saw an email come across with health plan, more than likely I would delete it without opening it. People tend to read blogs to see what's new and changes happening with the company.

Using wiki is for the human resources department only. Information send to the company from the insurance agency changes numerous times before the time to opt in or out of their coverage plans. This way the department can make changes as needed to let employees know the coverage and the price range. This is more effective for both human resources department and employees.
