Housing shortage always is a social concern in Hong Kong. The Hong Kong government have noticed the problem and have proposed different measures to alleviate or even tackle the main problem. However, the problem still existed and a trend of aggravate is observed in recent years. Different social unrests had been triggered in the past few years. In the view of that, the Hong Kong government had proposed the Long Term Housing Strategy Consultation Document in 2013, which aimed to re-positioning the housing strategy in order to solve the housing shortage problem. In this paper, the reason of the Hong Kong government starting to provide large scale public rental housing in 1954 will be mentioned. Also, the Long Term Housing Strategy Consultation Document will be summarized. The government’s current attitude to the provision of public rental housing will be examined, which based on the document.

The reasons of the Hong Kong government starting to provide large scale public rental housing in 1954

The housing situation in Hong Kong is worth to be discussed due to its uniqueness of the housing distributing systems, the large-scale public housing, which the public sector are heavily involved (Yuen, 2005). It was different to the other countries with slightly same to the case of Singapore. There were some policy interventions had been made in the housing industry. Being the place where heavily adapt the approach of positive non-intervention in the past few decades, it made people curious why Hong Kong government had actively input such a massive resources to the housing systems.

In the period before 1954, the government were not effectively control the illegal squatters.
