Arguments for Jay recommending promoting Julie (Li, Qing, Gaanesh):
Julie will leave if not promoted (make sure to spell out why)
This will lead to a larger talent drain.(keep losing talents)
The Promotion will set transparency into promotion terms and have measurable guidelines. (Li)
Employees values and behaviors can thus be successfully valued by how good programming
skill they have.(This will contribute to a culture of meritocracy, which is better than one based on

Maybe there is a better way to promote the espirit de corps
