The impressive development of the Asia-Pacific economies before 1997

generated much debate about the factors responsible for the remarkable

growth. While it is true that a number of factors were responsible for the

economic boom, it has been pointed out that the state played an important

role in establishing a favourable IR climate.

The more consensual IR climate is manifested in active co-operation

between the government, the labour movement – the National Trade Unions

Congress (NTUC) – and employers. This system is referred to as tripartite

co-operation in Singapore. The almost total absence of strikes in Singapore
