A. DAPE-MPE-PD MEMORANDUM, REVISED PROMOTION POINT COMPUTATIONS – SEMICENTRALIZED PROMOTIONS, IMPLEMENTATION DATE: 1 JUNE 2011 B. MILPER MESSAGE 10-236 PROCEDURES REQUIRED TO UPDATE CORRESPONDENCE COURSE FOR PROMOTION POINTS IN PREPARATION FOR THE NEW SEMI-CENTRALIZED PROMOTIONS SYSTEM

1. THIS MILPER MESSAGE WILL EXPIRE NLT 31 MAY 2011, OR UNTIL SUPERSEDED OR RESCINDED.

2. THIS MESSAGE APPLIES TO SEMI-CENTRALIZED PROMOTIONS, ACTIVE ARMY, ARMY RESERVE SOLDIERS ON ACTIVE DUTY COUNTED AGAINST THE END STRENGTH OF THE ACTIVE ARMY, ARMY RESERVE SOLDIERS SERVING ON INITIAL ACTIVE DUTY FOR TRAINING AND USAR AGR.

3. THIS MESSAGE PROVIDES PROCEDURAL GUIDANCE FOR THE SEMI-CENTRALIZED PROMOTIONS SYSTEM THAT WILL BE IMPLEMENTED ON 1 JUNE 2011. REVISION TO AR 600-819 WILL BE PUBLISHED.

4. POLICY: A. THE ARMY’S UPGRADE TO ACTIVE COMPONENT (AC) AUTOMATION SYSTEMS TO SUPPORT A PAPERLESS PROMOTION POINT COMPUTATION SYSTEM IS APPROACHING. PROMOTION BOARDS CONDUCTED BETWEEN 20 APRIL AND 8 MAY 2011 AFFECTS PROMOTION SELECTIONS TO SERGEANT AND STAFF SERGEANT ON 1 JUNE 2011. AN AUTOMATED CALCULATION OF PROMOTION SCORES WILL BE BASED ON SOLDIER’S PERSONNEL AND TRAINING DATA MAINTAINED IN BOTH THE ELECTRONIC MILITARY PERSONNEL OFFICE (EMILPO) AND THE ARMY TRAINING REQUIREMENTS AND RESOURCES SYSTEMS (ATRRS). B. PROMOTION SCORES WILL BE DISPLAYED ON THE NEW AUTOMATION SYSTEM, WHICH WILL BE KNOWN AS THE “PROMOTION POINT WORKSHEET” (PPW). THE PPW WILL APPEAR IN VIEW ONLY FORMAT FOR MILITARY PERSONNEL DIVISIONS (MPD) AND INDIVIDUAL SOLDIERS (PRIVATE THROUGH SERGEANT). INCORRECT PROMOTION SCORES, BECAUSE OF MISSING OR INACCURATE PERSONNEL/TRAINING INFORMATION, WILL NOT CONSTITUTE A BASIS FOR PROMOTION SCORE ADJUSTMENTS TO AFFECT PREVIOUSLY ANNOUNCED PROMOTIONS.
