Favorable Recipient View of Foreign Aid
Foreign Aid improves the lives of the world’s poor while contributing to a growing international economy. Almost thirty years ago Israel was trying to defend itself from Arab hostility. This antagonism lead Israel’s economy to plummet to a deficit of 17% of the gross national product. With the help of the United States, Israel received an emergency $1.5 billion aid package which helped stabilize the Israeli economy. With U.S. assistance the Israeli government was given a safety net of resources which helped them increase their GDP by 7 % and exports by 11%. Without U.S. help, Israel would of not have been able to decrease unemployment or restore their resources (Bard).
Uganda, a landlocked country in East Africa, is a poverty-stricken country which is
heavily aid dependent. Data provided by Princeton Professor Dr. Helen Milner shows that Ugandans significantly prefer foreign aid over government programs. Political critic William Easterly believes that “the needs of the poor don’t get met because the poor have little political power with which to make their needs known and they cannot hold anyone accountable to meet those needs” (Easterly 17). Citizens are much more willing to pay personal costs by signing a petition. When debating about the effectiveness of foreign aid one must take the recipient citizens opinions into account. Studies have shown that large majorities of recipients want aid and encourage outside help. They view aid as less politicized, corrupt, and more transparent than government programs. They also trust international organizations and foreign aid agencies more than all domestic government levels, including the popular president because they believe that they are being taken advantage off for the benefit of those above them (Miller).
