The conclusion of this article is saying that marijuana is taking a big affect on the youths mind, for that exact reason they do not want to sell marijuana to people under the age of 21. So basically, if you are over 21 you canuse marijuana because it is not legal.

4. The authors reference the film “Reefer Madness.” The film is a propaganda film from the 1930s in which characters commit immoral and criminal acts due to smoking marijuana. One character accidentally runs over a pedestrian while driving, another character commits rape, and a character commits murder. All due to smoking marijuana.
