Introduction

An earthquake is caused by the surface of the Earth shaking, which crust will release the energy to create the seismic waves. Many people will kill by the earthquake, even destroy whole cities.

In March 11, 2011, 9-level earthquake was created in Japan, people perished by the tsunami mainly, less than falling down buildings. However, more than 50 thousand people perished in the same level earthquake in China. The casualty in Japan only amounted to 1:7 of that in Wenchuan earthquake. (Lives are losing to jerry-built project but not earthquake, Rebecca Lin, sino-us.com, 2013)

It means many people perished by the falling down building in China. "Tofu-dreg project" means the poorly constructed building in China. Allegations of corruption in the construction are the main problem caused "Tofu-dreg project".

Regarding the Chinese "Tofu-dreg project", those Project Managers would not indemnify the Retention Fund to Main Contractor in the construction project, they only thick about to make more money in his pack while reduce the cost in the construction. For example one contractor awarded a tender by 460M, but the construction cost only 60M.
