Since many countries use oil to maintain their prosperous society, that causes some global environmental issues. Therefore, each countries develop clean energy to relieve this problem and one of most popular clean energy is nuclear power generation. This energy will not produce carbon dioxide or other greenhouse gases and it use uranium to provide much energy. As a result, many countries use nuclear energy to reduce dependence on oil. However, it is unstable energy. No countries and even developed country cannot control nuclear power by 100%. There will happen catastrophic accident and affect adjacent countries. Therefore, countries organized International Atomic Energy Agency to control the development of nuclear energy at each countries.

Chernobyl disaster which is the worst nuclear accident in history. since atomic furnace dissolve by high temperature, a large of radiation drift away to the most parts of Europe, which include Turkey, Finland, Denmark, Norway, Sweden, England and France, etc. In Russia, this accident from 1986 through 2004 cause 120,000 people dead. At the same time, the number of deaths worldwide due to Chernobyl fallout was 985,000. This is disastrous accident in the history. Besides, scientists estimate that Chernobyl is suitable for people to live at least 200 years later. Therefore, we can see that nuclear accident will cause the long-term effects of radiation and a great casualties. It is difficult to handle the effect and need a plenty of time to reduce radiation. Besides, it lead to another severe hit to Soviet economy, and there need 935 million euro to build a large sarcophagus to reduce radiative transfer and most of capital was funded by governments around the world. Therefore, nuclear power comes with risks and diffident countries concern its development. Moreover, nuclear accident is a modern man-made disaster, which needs cooperation of countries to solve the problem.
