The lead agency in the United States that is responsible for investigation terrorist organizations and attacks is the Federal Bureau of Investigation (FBI) and they have been charged with this duty by government (Bjelopera, 2013). The FBI has implemented several reforms intending to transform itself from a reactive law enforcement agency to a more proactive, agile, flexible and intelligence-driven law enforcement (Bjelopera, 2013). The FBI before September 11, 2001 only really pursued a suspect after a crime was committed but today they are ensuring they can predict and prevent these terrorist attacks by investigating before anything happens and ensuring they find the leads that could get them to possible suspects planning/carrying out terrorist attacks (Bjelopera, 2013).

The Director of National Intelligence (DNI) serves as the head of the Intelligence Community and oversees and directs the implementation of the National Intelligence Program and acts as the principal advisor to the President, the National Security Council, and the Homeland Security Council for intelligence matters (Organization). Now the goal of the Office of the DNI is to effectively integrate foreign, military and domestic intelligence in defense of the homeland (Organization). These duties that the DNI and the Office of the DNI are outlined in the Intelligence Reform and Terrorism Prevention Act of 2004 provided by Congress and ensure that timely and objective intelligence is provided to the President; establish objectives and priorities for collection, analysis, production and dissemination of intelligence; ensure maximum availability of an access to information by the Intelligence Community; ensure the most accurate analysis of intelligence is derived from all sources and lastly develop personnel policies and programs to enhance the capacity for joint operations, all of these...
