What doe sit take to be a leader?

In the field of public administration, it takes a strong, responsible, leader who can handle

the everyday pressures of efficiency, productivity, and accountability with in addition to

conflicting situations from the environment (Cropf, 2008). To be a leader in the public

administration, public policy making process, an individual must understand what it takes to be

in a leadership position. Individuals that have served in leadership positions for example the

United States 2005, Secretary of state Condoleezza Rice, the 2007, Speaker of the United States

House of Representative Nancy Pelosi, and Senator Hillary Clinton acknowledge the leadership

traits, that still until this day allows them to be very influential leaders in the public policy

making process (Cropf, 2008).

The information from this paper will consider the significates of a leader's educational

background, should a leader have military background in order to execute successful policies

involving the armed forces, and finally discuss the necessity of traveling widely as well as the

significates of foreign policy experiences.

Leadership in Public Administration

Leadership is not just a right of public managers. It is a commitment (Behn, 1998). By

exercising leadership, public administrator's are able to help correct some of the imperfections of

our American system of governance, which, is by no means perfect (Behn, 1998). Leadership

from public managers or public administrator's (which will be used interchangeably) is very

important because without leadership public organizations would never prepare themselves to

achieve their direct purpose nor would they figure out the best way to pursue it...
