Yes. Facebook owns a responsibility to set up different policies for users in different countries and provide different warnings to users in different countries. For me, it is more necessary to provide different warnings to users in different countries. Such incident could lead to serious consequences.

In the warning text cited above, Facebook alerts its teen users that friends that they tag in public posts will also be exposed to comments and friend requests from unfamiliar people. Does this change your view of the new policy?

It does not change my view of the new policy. It does give teenagers tools and power but it also comes with responsibility. Since teenagers are not always fully aware of the situation, it is such a huge risk Facebook applies new policies.

Should platforms like Facebook, Twitter, or Google+ treat teens differently than other users?

Definitely. To be exact, they should be careful with users under 18 years of age.

It is somewhat unethical to force people to reveal so many pieces of personal information just for registration process. Users have the right to share any information they would like and Facebook is pushing users too much in the sign-up process.

My answer still applies to teenagers....
