ABSTRACT

All but those living in an isolated cave in some distant remote desert, are aware of the on-going budget situation in our government. This topic has remained a priority subject and is usually the center piece in every political debate, crisis and discussion. Over the last half century, government of all political complexions have been faced with the consistent realization that government systems, processes and most operational functions should be re-worked, re-examined and re-directed toward strategies to lower costs and achieve higher performance with improved outcomes for the taxpayer’s dollars. The issue of efficiencies and capabilities quickly lead the discussions and the topic of, privatization, outsourcing or contracting out of governmental functions and services emerge.

There appears to be no consensus as to the effectiveness of privatization in part due to lack of empirical data as well as the complexity of the issue. In the 21st century, the government role is evolving from service provider to that of a provider or broker of services, as the public sector is increasingly demanding immediate results and measurable outcomes now.

Government continues to struggle behind “status quo” mandates and political agenda’s; while government contract procurement agencies are applying competitive applicable measures, which is motivating contractors to identify the true cost of doing business, and, with efficiency and making a profit as a goal, compels a contractor to use performance measurements to track and assess quality and value, convincing governmental agencies to embrace the change.
