I believe that the welfare system in the 21 st century has some strength in providing for families that are in need of the programs and services that welfare provides, and then there are some weaknesses that the system has, that could be made stronger. I also know that policies are in place to make sure that guidelines and rules are followed; but some policies may be fair and some policies not so fair to those seeking benefits. I believe that no policy or law should be passed that has a negative economic or social impact on families. Not all programs and services meet all the needs of families because of polices and regulations.

I believe that in order to analyze a system, I first have to know if the program is working and how well it is working, and if it is effective in doing what it was created to do, or how strong or how weak the program is. (Chambers & Wedel, 2009) states that the first step in a social policy analysis is to analyze the underlying social problem .One of the social problems that the welfare system has targeted is child abuse, (Chambers & Wedel, 2009 also says that we must define the meaning of the social policy, we need to find descriptions of major subtypes. Since child abuse has so many different aspects to it, such as verbal, mental and physical, I will analyze physical child abuse. (Chambers & Wedel, 2009) gives a summary from the U.S. Children’s Bureau as: “any non-accidental physical injury to child’ and can include sticking, kicking, burning, or biting the child in any action that results in physical impairment of the child.

The Child Welfare system, consist of many different components, such as TANF, child care, and counseling, foster care and child protection. One major component of the system, the child protective welfare system was designed to promote the well being of children by ensuring their safety while strengthening families to care for their children successfully.
