Because cost and schedule constraints prevent planning for every possible contingency associated with an IT project during its lifecycle, ICE developed the SLM process to be sufficiently adaptive to respond quickly and effectively to uniq ue mission needs as they arise, yet provide a consistent and stable framework for managing ICE IT projects. The SLM process promotes flexibility and a stable framework by: ??Supporting the selection of an SLM paradigm that fits the unique needs of a project (Section 1.1) ??Clearly identifying the roles of the SLM stakeholders (Section 1.2) ??Establishing verification and certification checkpoints for each milestone (Section 1.3) ??Facilitating the capture of project activity results through SLM document artifacts (Section 1.4)

SLM Paradigms

To provide flexibility in the management of the various phases, their timing, and their interdependencies, the SLM process accommodates a variety of systems development paradigms: waterfall, incremental, iterative, and rapid pr ototyping. Each paradigm provides a lifecycle methodology for managing the project from planning to deployment. After deployment, a project enters an ongoing period of operations and maintenance, followed by system disposition at the end of its life. T o select a paradigm other than waterfall, project teams must perform these activities: ??Submit a paradigm selection with justification to the IT Business Council for approval. ??Proceed to tailoring after the paradigm is approved to determine the appropriate work pattern for a project. More information on tailoring is located in Section 5.1. Exhibit 1 identifies the activities of each SLM paradigm and guidelines for their use.
