1.Introduction

It can help the VET system to reflect more about the labour market needs if the stakeholders are be involved in decision-making, because stakeholders can measure more exactly whether the courses and qualifications are meet labour market needs or not, and they can understand the training system better.(OECD,2009)

But on the other hand, the employee representatives also play an important role in both training institutions and in the workplace. There are many benefits of involving them in training institutions and in the workplace.

For example, because employee representatives may know about what knowledge or skills do most of the employees find difficult to learn, and they can suggest the training institutions to give more specific courses of these knowledge and skills. Besides that, employee representatives may have different views about training institutions and training in the workplace, to be more exactly, the main aims of employers train their employees may just for some benefits of their companies, or just their short-term benefits, they may ignore the long-term development of their companies. (Streeck, W.,1992) But employee representatives may know what other knowledge or skills do the employees want to learn, and this is not only aims to help them work better both in short-term aims and long-term aims, but also can help them to improve themselves. If the general quality of employees improved, it will make contributes both to the companies and the society.
