| Student Answer: | | Overall, the Medicaid program is a joint program between the states and the federal government which provides health care to welfare recipients in different states. Eligibility for coverage is determined by each state but must provide for welfare recipients, poor children under 5 years of age, certain low income pregnant women and the medically needy people. The medically needy people are individuals whose incomes are above the level of the normally qualified level for Medicaid but their medical expenses are high enough to bring their adjusted income to the poverty level. Each state sets its own limits regarding income that is considered to be at the poverty level, but even though states vary in coverage and eligibility they must comply with federal guidelines. Medicaid eligibility differs from state to state because states have flexibility to determine which groups they will cover and at what income levels, Not all low-income Americans are eligible for Medicaid. In particular, childless adults that is, those over 21 who are not disabled, not pregnant, and not elderly are generally not eligible for Medicaid, no matter how poor they are. In addition, legal immigrants are banded from Medicaid for their first five years in this country, even if they meet all of the program’s eligibility requirements . |
