Johannesburg - The Gauteng health department has been ordered to pay Public Servants' Association (PSA) members R156m in incentive bonuses within three months, the trade union said on Thursday.

"The department of health for the 2008/09 financial year budgeted R156m for the payment of these bonuses, but when came to payment time, pleaded poverty," PSA provincial manager Monica Venter said in a statement.

The matter was taken to arbitration and the Public Service Co-ordinating Bargaining Council ruled on June 17 that the department had to pay the bonuses within three months, she said.

It was also ordered to set aside 1.5% of its human resources budget every year for incentive bonuses.

Venter said it was unfortunate that government departments misused money that was allocated for specific purposes.

The PSA did not know what the money had been spent on but was told that operationally the department could not afford to pay the bonuses.

"The PSA will not tolerate this misuse of budgets for any other purpose than the original intention, especially if deserving employees are left in dire straits in the process," she said.Working in an industry like television - whether it be reality TV or not - can be stressful. Even for adults.
