Executive Summary
The four GS-1712-09 Training Instructor positions within the Weapons School at TRACEN Yorktown, VA are not properly graded in accordance the standards of the U.S. Office of Personnel Management (OPM). This provides no career ladder for the personnel filling those positions. This proposal recommends reclassifying the positions as GS-1712-09/11 to provide the necessary career ladder as well as bring the positions in compliance with COMDINST M12510.6 (series) and OPM standards.
Problem
The four GS-1712-09 Training Instructor positions within the Weapons School at TRACEN Yorktown, VA are not properly graded and provide no career ladder for the personnel filling those positions.
In 2005, four civilian Training Instructor General Schedule (GS) positions were created in the Weapons School at TRACEN Yorktown, VA to provide sustainability, continuity and stability to the training program as a result of ongoing changes within the Coast Guard. This allowed four Training Instructors to be hired who would not be subject to military transfers or advancement. While this was a positive step, the positions created are improperly graded as
GS-1712-09 verses GS-1712-09/11 as specified by the Position Classification Flysheet for Training Instruction Series, GS-1712 (6).
Because these positions have no defined career ladder, the desired results of sustainability, continuity and stability are not maintainable. With the standup of the new Army Training Center at Fort Lee, VA, and their need of experienced electronics and weapon system instructors, the Coast Guard Weapons School instructional staff stands to lose these instructors valuable experience.
