What law will China have to introduce or amend in order to implement the five year plan 1011-2015 and what challenges does China face?

China’s 12th five year plan is expected to emphases on environmental protection, energy conservation, and balance of biology, renewable energy through advanced manufacturing under new energy, new material and new energy automobiles, and information technology as well( Patricia & kay-wah , 2011).1 China, the world’s biggest polluter and energy user will continue to implement measures including tax incentives, price reforms and financial subsidies to monitor environmental and power conservation in the next five years. Based on China’s current situation, improving environment quality, accelerate the conservation of energy resources and protect ecology of growth and consumption patterns should be focused at first. Then, developing economic stability is to promote equalization of public services to narrow the income gap.

The revolution and opening with rapidly growth a socialist market economy of China has resulted a serious consequences between economic and environment, such as water pollution, air pollution, endangered species, deforestation, desertification and soil erosion. There have 20 out of 30 of the most polluted city in the world. Also public health has been affected seriously by air pollution. The figures indicated about 300000 people die each year due to air pollution. (Patricia & kay-wah, 2011)2 Therefore, environmental problem should be solved and China should make attention on it. From the people daily(2010)3, China may introduce an environment tax during the 12th Five-Year Plan in the environmental law in China, deputy minister Xie Zhenhua of the National Development and Reform Commission (NDRC) said on Oct. 23.
