Research and Analysis

One problem that we observed with the MMDAs is that they’re not consistent in implementing the law. There would be times when they’ll be really strict in capturing the violators. At times they just let people violate the law. It is important for the MMDAs to be consistent in implementing the law so that people will not dare to disobey it.

Warning signs written in walls saying “bawal umihi ditto! Multa: P5,000” are seen all over Manila. The person who wrote this has a good intention. It is obviously wrong to urinate in public places. But the funny thing here is that the person used a wrong way to address his/her intention. The fact that he/she wrote it in a wall, he/she violated the law on vandalization.

Another problem observed in the country is the recent smoking ban in public places, as I observed this law is not followed by people, still there are many who smoke in public areas like malls, parks, along the street, while they’re walking or while they’re waiting for the bus or the jeep to arrive. Yes, smokers have the right to smoke but then, it’s not good if they harm other people’s health just because of their own craving for cigars.
