It is helpful to look at other initiatives from over seas to gain a different perspective or to learn something that we have not considered that would improve our existing processes and systems.

1.  Federal competitive sourcing process models could be derived from existing local, state and international procurement best practices;

2.  Performing comprehensive studies of what should and can be effectively outsourced, as identified via practices in Australia and Britain;

3.  Employing public-private partnerships to management acquisition opportunities for key services, as identified via practice in Britain;

 

Cons

 

1.  Establishing a model for public-private partnerships between agencies and private contractors may required an extended period of time (years) prior to realization of the significant cost benefits;

2.  The practices or model utilized may require the removal of bureaucracy to improve speed in acquisitioning and development of approaches for risk sharing.

3.  A government/partnerships office should be established to help agencies become develop informed acquisitioning officials.  These efforts should include standardizing contracts, providing help desk support, highlighting best practices, and rotating employees in and out of agencies for temporary assistance, similar to those of Britain;

4.  Foreign political and acquisition processes differences should be taken into consideration as approaches are considered.
