Persuasive Speech Outline

Specific Purpose: To persuade my audience to adopt a new weight based disposal system in Gainesville instead of the current ‘Pay As You Throw’ System.

Audience: Board members of City of Gainesville Council.

I. Introduction

Gain for the audience: In 1994, Gainesville city council adopted a new garbage disposal system called 'Pay as you throw' where residents pay monthly rates for the garbage they dispose. At that time, the need was to increase recycling rates and reduce garbage costs. I would also like to remind you all that we were the first ones to adopt this technique and have been very successful. According to the US EPA, the diversion rates in Gainesville have been about 18%. And that is splendid. Following our success many states such as California, Michigan, New York and Washington have also adopted this technique. [Pause]

Fast forward year 2011, more population, and more waste generation. We need more control on our city's spiraling increases in solid waste generation and associated waste management costs.

Today I’ll tell you about this new Garbage by the Pound waste disposal system and I will persuade you to adopt this solution that helps us to cut down further waste disposal costs.

Agenda: I’d like to talk to you about first why exactly do we need a new waste disposal system, second how this system can be deployed and finally, concerns and objections you might have.

[Transition into body of speech]: I’ll begin by telling you the need for having a different and more modern waste disposal system.

II. Body

A. Limitation of space to dump solid waste. [Point]
