2. Click on American Factfinder

3. Enter city, enter state. Click on Go

4. Click on Rochester

This pivotal phase includes identifying potential land uses via a Market Study based on

factors such as demographics, product and services demand, housing demand and real

estate trends. The market study will also focus on the goods and services needs of

employees and residents in the surrounding area. Once the potential land uses are

identified, a private sector return-on-investment Economic Analysis will be completed to

provide as a basis for a full build-out scenario. This full build-out scenario will in turn, be utilized for the SEQRA review process. In addition, an analysis of public sector

Economic Impacts will be completed using projected private sector investment, job

creation, tax revenue and real estate values as economic indicators. During this

phase, the consultant will:

- Complete a Market Study to identify future potential land uses within the study

area

- Complete an Economic Analysis based on private sector return-on-investment to

determine the maximum full build-out within the study area

- Complete an analysis of public sector Economic Impacts
