The European Union (EU) is rather or can be looked as an unique organisation as compared to other international organisations like the World Trade World Trade Organisation, the World Bank or the United Nations. EU is less democratic as compared and thus has a democratic deficit.

One of the major problems that EU is facing is the way the EU do in the process of making decisions and also the activism of the European Court of Justice. Other than that, larger countries like Germany, France or Italy has more population and thus giving them more rights as compared to other smaller countries like Luxembourg and Ireland.

There is no general agreement or concord as to whether the Lisbon Treaty reduces or increases the democratic deficit in the European Union. The example of Lisbon Treaty, that amends treaties that comprise the constitutional basis of the EU. The purpose of The Lisbon Treaty demonstrates that the rights and powers of the EP.The principle behind of The Lisbon Treaty is to amend treaties which implemented many of the reforms.

To further analyse the EU where there are main institutions of the European Union which are the European Parliament, the Council (of the Union), the (European) Commission, and the European Court of Justice. It can be emphasised that there is no rigid seperation of powers doctrine in the EU system, where emphasis is instead placed upon notions of dynamic institutional balance.

The ECJ stated that the Treaties set up a system for distributing powers among the different (EU) institutions ,assigning to each institutions its own role in the institutional sturcture of the (EU) and the accomplishment of the tasks enrusted to the (EU).

The ECJ headed that observance of the institutional balance requires that each of the institutions must exercise its powers with due regard for the powers of the other institutions. It also requires that there is a possibility of penalty when any breach of that rule which may occur.
