II. STATEMENT OF THE PROBLEM

Organization exists because of their purposes. The main objectives of business are to be profitable, to grow and continue its existence. As Peter Drucker stated that “the first duty of business is to survive, and the guiding principle of business economics is not the maximization of profit it is the avoidance of loss,” any accident means loss to the company. Webster’s Dictionary defines accident as “an undesired event giving rise to death, ill health, injury, damage or other loss.” Thus, Health and Safety at work is a pertinent issue in all businesses.

The Department of Labor and Employment (DOLE) by its mandate set and enforce mandatory OHS Standards to eliminate or reduce OHS hazards in all workplaces and institute new and update existing programs to ensure safe and healthful working conditions in all place of employment. Whereas, the international community recognize the implications of accidents in the day-to-day operation and challenge organizations to implement an Occupational Health and Safety Management System (OHSMS).

Implementing, therefore, the OHSMS (Occupational Health & Safety Management System) has become a legal requirement in some countries. The OHSMS promotes a safe and healthy working environment by providing a framework for managing occupational health and safety (OHS) responsibilities, which will be integrated into overall business operations. This system is based on the standards, which specify the processes to achieve continuously improved OHS performances and to comply with the legislations concerned.
