FUNCTIONING OF MENTAL HEALTH REHABILITATION CENTRE AS HALF WAY HOME IN KOTA SENTOSA, KUCHING.

1.0 Research Background

The Mental Health Rehabilitation centre is a major component of the mental health service system for individual community-based mental health treatment. The mental health rehabilitation centre has been set up with objective of providing community based rehabilitation centre that involve promotion, prevention, a sheltered home-based setting and drop in centre for day care service (Kuno. k,. 2007 pp 13). This is in line with the guidance as provided by Ministry of Health while, at the same time help the state government and the community at large to provide help to mentally disables and also provide assistance to their family and cares.

This service, according to Boylan. E., 1991 intend to provide services which are medically necessary and can reasonably be expected to reduce the disability resulting from mental illness. Besides that the rehabilitation centre also functions to bring back the individual to his or her best possible functioning level in the community. To be qualified to get this services certain rules had been seen as necessary, for instance, adult Medicaid recipients must be proven to have a serious mental illness (such as schizophrenia, mood disorder, or severe personality disorder) which has endured for at least six months and has required for hospitalization or intense, structured treatment, and which impairs at least two areas of functioning Children are eligible if they have an emotional/behavioral disorder, have been diagnosed with a severe mental disorder which requires 24 hour care and supervision, evidence of severe, incapacitating functional limitations on their behavior, and their behavioral patterns have lasted for at least three months and are expected to persist for at least a year, ( International Mental Health Rehabilitation service centre Manual , July 1, 1999 pp. 4-2 to 4-10)....
