A. What is meant by a “safe seat”? What is meant by a “swing district”?
A safe seat is one that is predictably won by one party or the other.
A swing district is a state in which no candidate has overwhelming support, meaning that any of the major candidates have a reasonable chance of winning the state's Electoral College votes.
B. How often is redistricting required? What triggers redistricting? How do some groups benefit from gerrymandering? Under what restrictions are congressional district lines drawn?
Redistricting occurs in the state legislative session following the census. When a single party controls both the legislative and executive branches in a state it draws a new map. Groups benefit because a new map is drawn to increase the number of House districts that its own candidates are likely to win.
C. Why is incumbency an advantage?
Sitting members with incumbency have an advantage because they are almost always reelected if they decide to run.

Complete authority to set its own rules for its proceedings, participate in the process of constitutional amendment and impeachment.

Congress was given the catchall power “make all Laws”.
