Winthrop’s intention is for this society though it is not new; it is a “perilous environment.” If only implemented by a few it can make a great difference.

According to Winthrop, Because of the order in the world, by God, man has his place. Power and status is given to men by God through the hands of men. Because God operate through men, He has more opportunities to show His power. Every now and then, He has to “jerk the slack” from the wicked and give a shot of compassion to the rich and mighty so that they would not overrun the poor and less fortunate.
