In 1992 Dallas, Texas base Flour Corporation was hired by the United States Department of Energy (DOE) to launch one of the largest environmental cleanup operations in the country’s History. Their mission, clean up high-grade uranium metal products facility owned by Fernald Feed Materials Production Center.

With widespread contamination, primarily through groundwater pathways and soil, and under extensive media coverage garnering attention from the public and regulators Flour was operating in a high profile environment.

President and site manager of the Flour Fernald closure project Con Murphy stated there was a overwhelming sense of camaraderie. “It’s unusual in a large environmental project for everybody to be happy, but this was unique in that everybody was in the same boat rowing in the right direction,” stated Murphy.

The Scope of the project was to clean up the site containing:

• Two concrete silos with 8,900 cubic yards of radium-bearing sludge

• One concrete silo holding 5,100 cubic yards of cold metal oxides

• Six waste pits containing more than 1 million tons of low-level radioactive waste

• 6 million cubic feet of containerized low-level waste

• 174,912 gallons of low-level liquid mixed waste

• 31 million pounds of nuclear product

• 224 process-related and administrative structures

• 400 acres of contaminated soil

• A 225-acre plume of contamination in an underground aquifer.

The project was projected to take 30 years and cost $12 billion and was completed 12 years ahead of schedule and over $4 billion under budget.

Because the project was complex in nature, Mr. Murphy and his team developed a ‘One Single Solution’ approach to simplify the complexities of the project.
