I. INTRODUCTION

Every business firm needs to have a system in order for the company to operate efficiently and orderly. Most of the business organizations today prefer the computerized system rather than the manual process because the computerized system makes tasks easier and process the data more accurate, faster and efficient such as Computerized Payment, Billing, and Record Keeping.

Computerized Payment, Billing, and Record Keeping System are widely used in different municipality here in the Philippines in different business transactions. It is very useful to keep track of lists of applicants per barangay, lists of applicants’ status, customer accounts, monthly applicants’ report, monthly collection report, and monthly customer bills report. It is also easier to work with; it makes the transactions easily and faster than the usual encoding of information.

1. Statement of the Problem

Rosario Water System (RWS) is one of those who’s still working with the old technology whereas, every transaction is made manually by the staff and worker that spend too much of time. Everybody is too much tired working with bulk papers.

Using manual system on processing of files, in record keeping the files were placed on a folder where it was filed and stored in a cabinet, and then after two years RWS burns out the file that kept on their cabinet to store another new applicants, although soft copies are presented but still it was typed only in Microsoft Excel were it can be easily alter the information, delete all files, corrupt or do some actions that are not necessary. The process from application until payment of bills still uses the old technology of using Microsoft excel where they manually encode everything. Searching of names is not easy as it can be.
