Executive Summary

The proposed project named “Proposed Development of Solid Waste Sanitary Land fill at Ladang Tanah Marah, Negeri Sembilan” has an estimated site size of 120 ha at part of Lot 7212, Mukim Jimah, Daerah Port Dickson, Negeri Sembilan. The project proponent is Jabatan Pengurusan Sisa Pepejal Negara (JPSPN).

As years come and go, development increases; urbanization has become an obvious undertaking which leads to the environment being continuously degraded and polluted. Water has been known to be the notorious victim of rapid development (CK, 2003). The use of the Environmental Impact Assessment (EIA) has been employed in Malaysia as a method to control this problem (Department of Environment, 1987). Despite these efforts, the EIA practice has encountered obstacles particularly in mitigation measures implementation. The purpose of this research is to find out the standards of the EIA practice in Malaysia through the evaluation of the Environmental Impact Statement (EIS) particularly on water quality mitigation measures. The method of review employed in this report is an adoption from Lee and Colley Review Package and Oxford Brookes Review Package, however, an improvement is needed in terms of the EIA quality (DHI, 2004).

Project Description

The proposed project aims at taking in 900 tons of municipal solid waste every day from the districts of Tampin, Seremban, Rembau and Port Dickson, with an expected duration of 25 years. The proposed project’s first phase is expected to be mainly operations and construction of Cell 1; a 15 ha portion of the 120 ha land is to hold the first cell, with a future reservation for the other two cells.
