In my opinion, I think mothers from mainland China should be permitted to give birth to their children in Hong Kong. When it comes to this problem, we should weigh the pros and cons, from my point of view, the advantages are more than the disadvantages,especially in the long run. The reasons are as follows.

Firstly ,a number of new immigrants will provide new blood for HK, in turn ,will increase the city's development. What's more ,this is a good way which can make the sustainable development possible.

Secondly, that mothers from mainland China going to HK to give birth to their children will benefit private hospitals as well as obstetric doctors directly. They can not only increase the income but also have more opportunities to improve the condition.

Thirdly, permitting mothers from mainland China to give birth to their children in HK will contribute to the family reunions as well as country reunions .Therefore, it can make contributions to our national unity.

Although I think mothers from mainland China should be permitted to give birth to their children in HK,I suppose it is necessary for HK to control the number of them. Because it does bring about some problems which we cannot pretend not to see them. In order to deal with this issue, on the one hand, mainland mothers should be more sensible. Instead of following the trend, they should consider more carefully.HK may not be the best choice, and the environment may not suit them. On the other hand, HK should also make some adjustments in preference to refusing all of them. I believe that if both sides join hands and make some efforts, the problem can be solved.

I don't think the administrative measure of zero-quota will take effect as the government is expected.
