Discussed in this essay will be the be history of police agencies and how they develop and their various jurisdictions. Next we will describe local, state and federal law enforcement agencies under the jurisdiction of the Department of Homeland Security and their responsibility with regards to their primary purpose.

Law enforcement began with English roots. According to “Schmalleger 2009” the rise of the police as an organized force in the western world evolved from a strong centralized government, which was the basis of the British model for American policing.

The earliest officers were mounted officers who were called “comes stabuli” they were enforcement officers of the medieval England. Early forms of police patrol in England were called “night watch” they patrolled the English cities and towns.

In 1285, the “Statute of Winchester” was written this became a codified for police practices for the English police officers, in this it specified creations of the watch and the ward in cities and towns, mandated the draft of eligible males to serve of the force, institutionalized the use of the hue and cry “which is false cries for help would criminal, and require citizens to maintain weapons in their homes in case they were called to duty.

The American Frontier had not yet been settled and was policed by vigilantes, who took it upon themselves to police and enforce laws. Cities during that time were more organized and therefore had better methods for policing.
