Roles and Responsibilities of the Human Resources Department at the Motor Vehicles Administration, MVA

The department of Human Resources is headed by a Manager of human resources. The Manager of Human Resources at the MVA provides management and oversight to the following operational units in Human Resources: Classification and Compensation, Recruitment and Examinations, Benefits and Selection, and Employer-Employee Relations Unit. The Manager of HR also advises management on matters related to Human Resources, including organizational structure and policy. He also monitors Human Resources’ budget, manage all executive service recruitments.

The Various units under the Human Resources manager are headed by a section manager.

The Classification and compensation section: Headed by a section manager, the classification section is responsible for the review and processing of all reclassification actions, proficiency progressions, acting capacity request and specification development. Workers at the MVA are reclassified from grade to grade depending on how long they have served at a particular grade. They are also reclassified depending on experience and level of education. When there is a vacancy, there is the appointment of someone as acting before the position is finally filled up. All these fall under the responsibility of the classification section manager. The section manager is assisted by a Classification lead worker, Classification Analyst and a personnel associate.

The recruitment and examination section: The recruitment and examination unit is also headed by a section manager. This unit is responsible for the recruitment for MVA unique positions, contractual positions, and state temporal employee positions – this includes job analysis, development and distribution of job bulletins and newspaper ads; review of applications for minimum qualifications and review of information submitted as a result of an appeal; establishment of eligible lists, and...
